How do Michigan's 2027 employment changes affect temporary workers on my floor?
The Michigan minimum wage rises from $13.73 to $15.00 an hour on January 1, 2027, and the Earned Sick Time Act, in force since February 21, 2025, covers temporary employees supplied through a staffing agency at one paid hour per 30 worked. For C3 employees on assignment with you, C3 pays the wage, administers the sick time accrual and carries the payroll cost inside the bill rate. Who pays the unemployment claim when an assignment ends?
C3 does. Under Michigan Administrative Code R 421.190, a temporary help firm is the liable employer for unemployment tax purposes, so a claim that follows the end of an assignment charges C3's account and experience rate, not yours. Safety obligations under the OSH Act remain joint, and we will say so in the quote because a careful buyer will ask.
Can we hire a temporary worker permanently?
